What is ATAP Solar?

ATAP, known as Solar Accelerated Transition Action Programme, was in 1 January 2026 as a component of energy transition initiatives by the government. PETRA's new rooftop solar project in Malaysia for 2026. It permits commercial and residential customers to install solar PV systems with no quota limit, with 10-year contracts, and export excess energy at the System Marginal Price (SMP), in contrast to NEM 3.0. SEDA Malaysia will accept applications starting on January 1, 2026.
This initiative is an extension of the Net Energy Metering (NEM) Program, which concluded on June 30, 2025. The goal of the new solar rooftop mechanism program is to make it more egalitarian, inclusive, and advantageous for all electricity customers. By putting a solar PV system on your roof, you can use this program to produce your own electricity for personal use.
Its straightforward objective is to provide Malaysians with a flexible means of producing their own electricity and selling the excess back to the grid in order to encourage more of them to install solar panels on their rooftops (atap). In contrast to earlier programs with stringent quota limitations that frequently ran out quickly, Solar ATAP is intended to be more accessible and open, eliminating many of the obstacles that previously prevented companies and homeowners from switching to solar power.

The energy produced by your solar PV system will be used first for internal use. You can supply the extra energy to the TNB grid if it is not entirely utilized. The following core ideas serve as the foundation for this program's implementation such as preserving the fundamental ideas of NEM, which let surplus energy to be exported to the grid as an energy offset, while making modifications to make it more appealing than the current Solar for Self-Consumption (SelCo) Program establishing the energy offset rate and permitting the export of excess solar PV energy back to the grid.
Customers can optimize their solar system installations by setting the installation capacity restriction for solar PV systems at 100% of their maximum demand or 1MW. The Sustainable Energy Development Authority (SEDA) Malaysia served as the Implementing Agency (IA) for the Solar ATAP initiative, which was carried out by the Ministry of Energy Transition and Water Transformation (PETRA), which is governed by the Energy Commission (EC).
